Is an access web app / azure database in a sharepoint site considered external data?

i.e. if I want the data from a contacts table in a sharepoint contact list (to sync with outlook / exchange) should I use the procedure here: https://support.office.com/en-in/article/Create-and-update-an-external-data-column-in-a-list-or-library-44eff2c5-8051-489d-989c-f5d09f527aee
