I just restored the metadata database to a new sharepoint 2013 farm that is at the same version as the old one.

Seems the option to add metadata is greyed out.  Do you know if there are additional steps that need to be done?

That means, site collection or Managing meta data terms permission is different from the migrated site.

Try to add your account by changing it on Site collection administrator or Permission for MMS.

Ok, checked that, that didnt resolve the issue.  This is for local MMD.

Per my understanding, it is not able to add metadata after restoring an old metadata database in a new farm.

I would suggest you take a look at the documentation below to make sure that the process of restore is correct:

Also please check whether the Term Store Administrators has been assigned:

Only with the Term Store Administrators been assigned, then it will be able to add new terms there.
