Sharepoint 2007 permissions for user to edit single page
I'm trying to have a user edit a single page on a sharepoint 2007 sp2 site. The permissions do not seem to be working properly. They can only have P.E.T. (page editing toolbar) if site level permissions are given. When in edit mode P.E.T. is replaced with this message "Version: You are editing the Shared Version of this page". Exit Edit Mode is the only command option on the screen. If exit edit mode is selected the html editior bar remains on the page as if I'm still in edit mode and under site actions, edit page is grayed out. When I navigate from page it says "saving" and ends up timing out, giving me a popup to continue without saving or cancel. The user has full control of page and read for site. I have already tried giving site level permission to edit for a newly created group with the user in it, taking off inheritance from the page and deleting the group from the site, but P.E.T. disappears. Requirements: User can only edit a single page on site. New site creation and user editing from sharepoint designer are not practical solutions in my case. Thanks for any feedback you can provide.

It seems you can give users permissions that work correctly on documents. This meets my needs. Thank you to anyone trying to work on a solution.
