SharePoint Attach Upgrade, New Site Collection http 404
I have a MOSS 2007 development vm. Recently I performed an attach upgrade to another SharePoint 2010 development vm. Everything works fine in the SharePoint 2010 development vm. I faced HTTP 404 error when I create new site collection within the migrated
web application in SharePoint 2010 development vm. Anyone have idea on this? To be specific the HTTP 404 error happened when I browser to the url of the newly created site collection, the migrated site and site collection from MOSS 2007 are working fine.

If my understanding is correct you attached a MOSS 2007 content DB to a SharePoint 2010 farm and did an upgrade. Also you are able to access the upgraded web application by browsing to it.
- Are you facing this issue while using any template to create new site collection or is it with any one template?
- Did you run the pre-requisite stsadm and powershell commands before doing a db attach?
- did you do a visual upgrade on this new web application?

I am creating new site collection with built-in team site template

yes, it does not show any suspicious issue (run test-spcontentdatabase on power shell)
- did you do a visual upgrade on this new web application?
no visual upgrade perform and i also notice the visual upgrade link in the settings page is missing.
