User's photo thumb nail is displayed as broken image, when i check the URL, the URL has been encoded twice

i.e %20 has been encoded as %2520.

When i open Central administration the user profile picture is loaded correctly.

How can the URL be updated on the site collection?

Can you check the code location where you are appending the Display Image URL with the page(div , etc).

The way you get %2520 is when your url already has a %20 in it, and gets url encoded again, which converts the %20 to %2520.
