Below is a typical page load time for my SharePoint 2013 site.
I've looked at lots of different things, caching, distributed cached. Confirmed that all servers meet hardware requirements, etc. I'm just not sure what to do...
Have you looked into warm scripts? Initial page load is always slow.

For that sort of speed you've nearly always got either IIS Resets going on or a very badly written bit of custom code.
1) Nothing a blank page
2) It is a clean team site, but with a blank page, other than Sams Test written on it

It doesn't look like lag based on the other two items but to confirm, are you connecting locally?
Are you getting any errors or resource spikes on the servers?
Can you enable the SharePoint dashboard and post us a screenshot of the load process?
I'm guessing there's no Web Application or farm scoped features in place either?Connecting locally.
No errors or spikes.
I believe it could be SQL underperforming.
