SharePoint 2010 list workflow reports problem displaying workflow report

I helped a user create a custom list with an out of the box Approval - SharePoint workflow attached. It has 2 stages of approval.

The user created a test request.

From the email, we clicked on the link to see the status of the workflow.

We get an Error dialog popup that says

Visio Services was  unable to load this Web Drawing because you do not have the permissions to view it. To resolve this issue, ask your system administrator to grant you permissions to view it.

The gotcha is that this user has Full Control on the list and the site, and I am the site administrator and I have no idea what I need to do to grant him permissions to view it.

I tried searching the web but didn't get a hit that seemed relevant. The only case I found was a case where the person trying to view the drawing had "Limited Access" but in MY case the person has "Full Control".

How do I give the user appropriate permissions.

Hi,

Please try the following steps to narrow down the issue:

  1. Did the issue occur to the only user or all users?
  2. Using new list and assign workflow to new a created task list, then test the issue.
  3. Create a new site collection under the current web application, test the issue in this site again.
  4. Create a new web application and test the issue again.

In addition, is your SharePoint server migrated from 2007? If so, is there any old document attached to the list?
