We are getting following error while trying to move file from sub site document library to top level site document library. User has site collection admin access

"An error was encountered performing this operation

Please help us finding a workaround for this issue

If user is having site collection admin then he/s should able to perform this operation. Have you tried to rebooted user machine? then retry same operation.
