SharePoint 2003 and IE8 issues
I work on a SharePoint site within my company and it is SharePoint 2003. When I originally had windows 7 installed on my machine everything worked fine with SP 2003 and IE8 compatibility mode. Randomly, one day when I went to edit a page, it would not allow me to access any of the edit functions on a page, ie: it only gives me the option to modify this page for me and not the shared page. In addition, the web part box borders look slightly different. ALL of this goes away if I hit f12 and select the "Internet Explorer 7" browser mode. I have to do this for EVERY page though. This does not occur the same for everyone, some users can work on the pages just fine without doing this. Then one day it will stop working. Anyone have any similar experiences with this or any idea on how to resolve the issue?

The problem comes into play because of the 6 year seperation between SharePoint 2003 (2 versions old) and IE8 which came out last year. The other part of the problem is that (and it is considered a GOOD thing) IE8 more truly supports W3C standards for CSS and HTML so it doesn't render SP2003 which didn't produce good W3C code, very well. That's why the IE7 compatibility mode was made available. Thus the solution for you is to run IE8 in compatibility mode, rather than just viewing pages in compatibility mode. To do that: Click "Tools" on the top menu. Click "Developer Tools (F12)". Open "Browser Mode". Change to IE7. Save and close. That'll keep your IE8 in compatibility mode for all pages/sites.
