Yes, all the app pools have been started, restarted, stopped, started again, as well as the web site. If I attach a different website to port 80 it will bring the site right up, but if I reattached the sharepoint site to port 80 i get a 404 page not found error.

Check all the host entries and their IP address are pointing to right destinations. Check your Event viewer especially of Security section for errors. If possible can you uninstall VSeWSS 1.3 and check because it installs a WCF service with Admin privileges on a port specified while installing(this service requires the user to be added to the Local administrators group). I was on the server that our sharepoint server is located on I installed ' Visual Studio 2008 extensions for Windows SharePoint Services version 1.3 ' onto the machine and ever since the sharepoint site, the administration central site and everything to do with it has been down. All the files still exist in IIS, and are all running, but we cannot get to the page at all Any help would be greatly appreciated.
