Self Service Site Creation

I have created a web application and attempted to enable self service site creation for SharePoint 2013.  I have tried using powershell and through central admin.  I have set start link to prompt users to create under.. prompt any managed path..., and display custom form at ...

I have set the root site collection to allow everyone to create sites

Yet When a user goes to the site and click new site, I get the working logo, but it never stops.  Let it run 30 minutes, checked logged files and found this error

Microsoft.SharePoint.SPException: Self-Service Site Creation is not enabled.
    at Microsoft.SharePoint.ApplicationPages.SelfServiceCreatePage.OnLoad(EventArgs e) 
    at System.Web.UI.Control.LoadRecursive() 
    at System.Web.UI.Page.ProcessRequestMain(Boolean includeStagesBeforeAsyncPoint, Boolean includeStagesAfterAsyncPoint)

Put all users in farm in ad security group and ensured license was set to enterprise....

OK so logged in as farm admin.  its look like enabled from central admin, i added screenshot



next from powershell I ran, which seems t indicate its enabled

Hi RedDragon,

How did users create a new site? Could you please provide detailed steps for us to reproduce your issue?

Please make sure "Use Self-Service Site Creation" is enabled under web application's User Permissions.

Make sure "Create Personal Site" permission is enabled for "All authenticated Users" in User Profile Service Application's "Manage User Permissions".
