Security Alert popup

What does a popup that says "Security Alert. Revocation information for the security certificate for this site is not available. Do you wish to proceed?" Then there are three buttons "Yes", "No" and "View Certificate", mean? Reviewing the View Certificate information looks like it is for an Oracle Adobe function. The same area also says, "This certificate is good." 

What causes this alert to appear?

What do I have to do about it?

What caused  my alarm was that I have been receiving calls from a site claiming to be a Windows Support company and that my computer is generating a lot of error messages. I questioned one of their so called technicians and he threatened to cancel my Microsoft license for Windows 7. The discussion became heated and he said, If I didn't do as he says he would shut me down. Then he yelled "Welcome to Hell." I am aware of this scam, but he had access to information about my computer and may be able to spoof Windows Defender and do something. Yes, my security updates are up to date as of 20 January 2015.

Can I trust the information found on Certificate View screen?

My last question is how would this Security Certificate situation be affected by an upgrade to Windows 8.1?
