Secondary sites continually processing packages (inbox not clearing?)

We have a problem with 2 secondary sites not registering that they copy packages. We have 50k informational messages saying copying package. We have multiple secondary sites. The 2 most recent are the only affected. We have these packages out on multiple DPs and have added recently. there are no issues with copying the specific packages to other DPs so it isn't the package. Any help would be greatly appreciated. SMS Distribution Manager is starting to distribute package "Packagename" to distribution point "["Display=\\CMSEC1\"]MSWNET:["SMS_SITE=SEC"]\\CMSEC1\". SMS Distribution Manager is beginning to process package "Packagename" (package ID = CCM0026E). SMS Distribution Manager successfully processed package "Packagename" (package ID = CCM0026E). I checked the sender log on the primary and didn't see anything. It attempts to write and writes bytes for various things. I checked the distmgr.log on the secondary. Attempting to add or update a package on a distribution point. It also looks like the package is already there ahead of time and removing the .PKG file from the inbox cleans up those messages and it stops trying to process them. Anyone have any suggestions?

SCCM 2007 SP2 R3 on all sites. OS wise - The Primary server is Windows Server 2008 SP2. The secondary sites are Server 2008 R2. I saw that earlier, does this get installed on the secondary site?

I have installed it on our central primaries and secondary sites. So far so good we have not seen anything. I will continue to monitor for a few days before marking answer.
