Search Scope Permissions
I would like to be able to add an Administrator-only 'Unfiltered Users' search scope to the Users page (~/IdentityManagement/aspx/users/AllPersons.aspx) and modify the 'All Users' search scope to only show users who match certain criteria ( eg. /Person[Visible
= true] ).
What I have found thus far is that in order for the Administrator-only (unfiltered) search scope to appear on the Users page, I need to include the "Person" usage keyword in the search scope. However, this seems to allow everyone to see the
search scope.
Is it possible to restrict the visibility of the search scope, specifically on the Users page, so that only Administrators can use it?

Yes, I would suggest you create a new keyboard and assign exactly what you want to appear.
I would read through this document.
