Technically speaking, you are developing using Visual Studio 2008, Service Pack 1, but yes, you can do what you say. In my environment, I have SQL 2008 R2 Developer on my workstation, with VS 2008 SP1. I develop and deploy to a TEST Server running SQL 2008 R2.
