SCEP Preventing users initiating reboots

I'm looking at the issue cause we have a Citrix farm, where the users are able to reboot the servers, if SCEP finds a virus/malware. This is causing data lose for all the other users on the server.

We don't have SCCM and I can't find any ADMX/ADM files for SCEP2012R2, so it hard to look at GPO settings there aren't there :(.

Have you any other ideas? Any input would be appreciated.

How do I prevent normal users from initiating a reboot on terminal servers?

I've tried to set this in the registry:

HKLM\SOFTWARE\Policies\Microsoft\Microsoft Antimalware\UX Configuration

REG_DWORD - UILockdown = 1

But that prevents administrators to run SCEP as well.

So that's not a solution for us. Does anybody have an ideas?
