SCEP 2012 Class Not Registered

I have a 2003 SE SP2 server with SCCM and SCEP installed.  I am trying to add an exception for AV scanning but I am unable to.  I will either get an error that "this can only be completed for installed products" or an error "Class not registered" code 0x80040154.

I try to remove SCEP but it will not do that either.  It is looking for different msi files which I can find but it warns that they are not a valid installer package.  If I try a reinstall the same happens with epp.msi.

So, does anyone know how I can possibly either fix this or rip it out completely so I can get a clean install?  I need to exclude the scanned directory to improve application performance.

So you are trying to add the exclusion through the SCEP client GUI and that's when it's throwing the errors?

What happens if you try adding the exclusion in SCCM through the antimalware policy that is targeted to the server?

If that fails, you could try adding the exclusion directly into the registry under

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Microsoft Antimalware\Exclusions

and then either the Extensions, Paths, or Processes key depending on the exclusion type

The client will not run policy updates nor will it update from sccm or the Microsoft directly.  The install just appears to be broken.  The client states that the server is protected but at this time 250 days out of date and updates will not occur.  Any updates within the client locally do not take with errors posted previously and adding exclusions and any other setting changes results in the same.

I will try to add the exclusion through the registry as suggested.  If that happens to take, then I am good for now.  I really just need to rip this out and get a clean install so we can have dat updates and policy updates processing normally.
