For licensing issues you should contact a license reseller or the Microsoft licensing helpdesk: http://www.microsoft.com/licensing/contact-us.aspx. For an installation that small, ConfigMgr may not be the best choice. I think ConfigMgr is an great product, but for an enviornment that small, it will be difficult to maintain properly without a very knowledgable and motivated IT staff.
