i need to know if SCCM application support to give alert or report if any change happen in HARDWARE specs of the server if yes.. please tell me how ? if no ..please tell me if any Microsoft application can do it

No, that is not a feature of CM07. What you can do is create custom reports that can list hardware changes since last hardware inventory scanning.
