I'm confused why SCCM doesn't install client updates on on 'shutdown and start' behavior, which instead is 'restart' works only? Does this behavior can be changed through depolyment?

Are you asking about the Windows behavior for installing updates (ie. Update and Restart or Update and Shutdown)? If so, then no, it is not part of the Configuration Manager product.

and exist solution how I set this ?SCCM download updates and windows install it in the shutdown ?
