SCCM Site Servers belong to another site?

I have been researching this. Lots of people asked, but I have found no definitive answer yet. Time to ask.

We have two SCCM 2012 sites. They are not joined in a hierarchy. Site1 manages our servers and Site2 manages workstations. All of the site servers in both sites have the CM client installed. Site2's  servers report to Site2. I would like to see all the servers, including the management points, belong to the server management site, Site1. 

Will there be issues if I point the clients on Site2's site servers to Site1 instead?

SCCM client can only point to 1 site.

So you could change the client to point to the new site. But you will lose all control over the client form the hold site.

So when you migrated all the client to the new Site you can simply shut down the old site.

If what you want to do is having report of the servers  on site1 and still manage them from site2 this is not possible.

That would be a good thing. The workstation admins have mistakenly tried pushing updates and apps to the servers in the past and I want to stop that behavior.

Preventing people from pushing updates where they shouldn't should be taken care of with permissions and RBAC.

While I don't have all the details of your environment, I'd probably combine the two sites into one and setup appropriate permissions to address "mistakes" made by others.
