1. all site systems have agents installed

2. %sms_path% is configured on each server

3. agent proxying is enabled on each server

4. ConfigMgr 2007 Monitor SMS Status Messages.SCOM2007.VarSet t text file is edited (-1 from registry key)

...

additional info: site database server role have only 2 primary site servers, databases are on clusters, and discovered as client systems

thanks in advance for reply

I've found such entries on RMS log:

Discovery data couldn't be inserted to the database. This could have happened because  of one of the following reasons:

     - Discovery data is stale. The discovery data is generated by an MP recently deleted.
     - Database connectivity problems or database running out of space.
     - Discovery data received is not valid.

The following details should help to further diagnose:

 DiscoveryId: 7751f633-78df-71d8-0ead-469d00ea5c9b
 HealthServiceId: 41e2eb82-6da8-f7d0-9eff-b3e8098577f0
Invalid relationship source specified in the discovery data item.

- checked this server, fqdn was missed in SCCM console
- deleted SCCM MP

after an hour

- imported SCCM MP

still the same error in SCOM console:

SiteServerName - ConfigMgr 2007 Site Hierarchy Discovery : The script 'ConfigMgr 2007 Site Hierarchy Discovery' encountered a runtime error. Invalid parameter passed to AddSiteServerToSiteServerInstance. The error returned was: 'Invalid procedure call or argument' 5 (0x5)

no errors in RMS eventlog...

I'm experiencing the same issue, though we just have 1 Central Site. SCOM returns nothing in Site State, and hierarchy is "not monitored"

Since no one has answer this post, I recommend opening  a support case with CSS as they can work with you to solve this problem.
