SCCM 2012 R2 Windows 8.1 Stand-alone media to be used on remote stand-alone tablets

Would there be a deployment issue on the remote tablets that don't access a domain with TS steps:

Apply Network Settings

Setup Windows and ConfigMgr

Apps and programs are on DVDs so I see no issue here.

Not unless you are actually trying to join the domain, no. Stand-alone media is designed for exactly this scenario and assumes no connectivity back to the site. Other things, like domain join, aren't really part of ConfigMgr's responsibility so they could fail in this scenario so you have to make sure they aren't attempted.

So is step Setup Windows and ConfigMgr not used? If not how does it segue into being able to reboot and start to build the image?

No, it's used. Not sure what you mean though. This step reboots into the deployed image (which was delivered from the stand-alone media by the Apply Windows step). This initiates (and finishes) Windows mini-setup and then boots into the finalized OS instance and then installs the ConfigMgr client agent and then continues with the rest of the TS.

Why not just configure it to join a workgroup?

Not really any difference here, but I don't like compltetely removing default tasks.
