Newly installed DP unable to process the package distribution and getting the below error in dist.mgr.log,

for ["Display=\\ServerName\"]MSWNET:["SMS_SITE=2T0"]\\Server Name\, failed to get a copy of DP SysResUse from SCF SMS_DISTRIBUTION_MANAGER 1/1/1601 12:00:00 AM 5452 (0x154C)
Failed to find any usable drives on the siteserver. SMS_DISTRIBUTION_MANAGER 1/1/1601 12:00:00 AM 5452 (0x154C)

SCCMContentLib Folder is empty.

Checking distribution Point Configuration Status, the DP has successfully installed without any error.

Can any one help me on this issue.

Note : In the same server i was removed the SCCM 2007 Primary and trying to install the 2012 Secondary site

Can you Verify if you installing DP on Clean drive or drive you are using is already in use by existing DP ? Did you uninstall Old DP ? or Old DP is still in use ?

2. Can you verify if olD SCCM 2007 client is uninstall and 2012 DP is not a part of SUP patch complacence of 2007 SCCM  ?

Why not just start over with a fresh OS install instead of wasting time troubleshooting a one-off issue?

Failed to get signature repository location on the site server. SMS_DISTRIBUTION_MANAGER 7/22/2015 11:27:48 AM 4080 (0x0FF0).

After installed the DP client package and client update package are trying to copy and it struck in waiting for content.

SCCM ContentLib is created and DP also installed but no package copying to it.

Never seen those error messages. Any chance that there are security hardening GPOs in place?

No, there is no specific GPO for this server, the point is other site servers are working good.
