As the name implies, the hardware ID is a unique ID generated based upon the hardware components of a system. The exact algorithm used to generate the ID is not publicly documented or disclosed. Generally, it will change if some hardware component of the system is changed -- because the algorithm is not known, it's impossible to say what exactly will cause the ID to change so you just have to assume that any hardware change will cause it. You can see the ID is a lot of places including the properties of devices in the console. The ID itself is meaningless for Software Distributions and Advertisements; however, if a device's hardware ID changes, then it will also be considered a new device and have a new resource generated for it within ConfigMgr. Depending upon how you are targeting your systems with adverts, this could change what is targeted at that system.
