I currently have administrative rights on the reporting server but it does not give me the option of downloading the report under the properties tab. Other people have the same rights but they can. Any suggestions?

Try opening Report Server site with Internet Explorer run in Compatibility Mode.

If we are using Reporting Services 2005 or 2008, we can view the report on the Report Manager, and then click the "Edit" button to download a copy under the "Properties" page.
