We connect a client to the server just fine.  We can see the redirected folders from within Windows and can explore the folder but they appear empty in Windows (although there are files in them) and we can not place files in them from windows.  We have tried folders at the root level of the drive, in the logged in users home directory, and in Users/Shared all with the same result.  Any ideas?

Can you access the files inside that folder from other client system?
Does this happens with single user account or for all users?
Do you receive any useful log for this case?

You can collect log from below path.
Microsoft Remote Desktop>About Microsoft Remote Desktop>Send log via email
