Regarding a Web-Part in WelcomeLinks.aspx Layout
We know that WelcomeLinks.aspx is the default Page Layout for creating the Welcome Page for any sub-site. I added a CEWP in "Welcome Page with Summary Links" Page-Layout (i.e. WelcomeLinks.aspx) and added my HTML Code in that CEWP so that when I create a new site, the Welcome Page shows up my HTML Code in my CEWP. But it doesn't !! The above thing if tried with a custom Publishing Page-Layout doesn't have any issues and displays the HTML when a page is created with that Layout. Please help ....

When u say create a new site, I assume it is a Publishing Site. If so please ensure that it inherits the page layouts from the top level site. Else at times it could be reffering to a local copy of Welcomelinks.aspx But personally I would go with creating a custom Page Layout (Copy of Welcomelinks.aspx) and make my changes. So I know which one is modified.Cheers! Dilip

@Dilip Just to clear out three things :: 1. I am using Publishing Site 2. I am using the WelcomeLinks.aspx from the Site Collection level i.e. top-level 3. Custom WelcomeLinks.aspx file is of no use to me as SharePoint by default uses the WelcomeLinks.aspx Page-Layout to create the Welcome Page of a new site. So I want to use the default WelcomeLinks.aspx to customize my Welcome Page. Help needed ....
