Record Center set to block edit and delete when item is declared record but users can still edit

We have a SharePoint 2013 Record Center site collection with the following settings:

Site Settings - Record Declaration Settings -

And record library settings are set to Automatically declare an item a record.

However, users with Contributor or above can still edit an item that is declared a record.  Our requirement is that they cannot edit or delete once the item is a record.

Hi,

According to your description, my understanding is that you want users with contribution permission or above are unable to edit or delete item which is a record.

I have tested in my environment. I access Record library > Library Settings > check Automatically declare items as records when they are added to this list option. Then access Site settings > Record declaration settings > check Block Edit and Delete. My account is site collection administrator and I are unable to edit and delete items in Record library.

Please check if you check Automatically declare items as records when they are added to this list option in library settings.

Please create a new Records Center site collection and test whether the issue occurs.

Please check if there is any customization in the problematic Records Center site collection.
