Receiving a 4011 error since migrating a server from Xen to VMware

We have had a this error consistently since we migrated one particular server.
Event ID 4011 

The DNS server was unable to add or write an update of domain name mb-intra03 in zone hcumain.local to the Active Directory. Check that the Active Directory is functioning properly and add or update this domain name using the DNS console. The extended error debug information (which may be empty) is "00002098: SecErr: DSID-03150BB9, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0". The event data contains the error.

I have tried everything I've seen in forums and what Microsoft suggests in the following article.  I have insured that the DC has rights to DNS.  Also have tried to register DNS from the server but get the same error.

I'm not sure what else to do so any help would be appreciated.

According to your description, my understanding is that the server logs Event ID 4011 after migrating.

Confirm the state of DC with command line DCdiag

Beside, please provide more information about your current environment., such as OS version, numbers of DC/DNS, TCP/IP configuration, mainly zones.
