Project Server 2013 - Queue Jobs stuck in 'Waiting to be processed' job state

All my queued jobs are stuck in the "Waiting to be processed" job state.  I have listed my setup below:

1.  There are 2 Project web apps instance running.

2.   There are 3 project server processes running which are

a) Microsoft Project Server Calculation Service 2013

b) Microsoft Project Server Events Service 2013

c) Microsoft Project Server Queue Service 2013

3.  The Project Server 2013 installation is at version 15.0.4481.1005 and Update KB2768001 has been applied.

Please note that all previous queued jobs were cancelled.  However the following error message occurs on all cancelled jobs - "Queue Job Error Details - Root element is missing".

Could this be a setup and installation issue.  We are just installing and configuring Sharepoint, Project Server and Workflow.

Your help would be greatly appreciated.

Hi,

Go to Services.msc and restart the service "Microsoft Project Server Queue Service 2013" and check the behavior.

Hi Rosana,

Have you tried the solution to fix your problem. I am facing the same problem and to restart the project server queue service wouldn't solve my problem.

Best Regards

Please run the command Get-SPProjectWebInstance -url http://servername/pWA on the SharePoint Management Shell for the affected PWA site collection.

In case the output says the below at the end:

Provisioned                : False
InReadOnlyMode             True
NeedsUpgrade               : True

Then the PWA was not provisioned or needs to be re-provisioned. You will have to run the command:

Upgrade-SPProjectWebInstance http://servername/PWA

Dear Dinesh,

Thank you for your reply, i have executed the Get-SPProjectWebInstance http://servername/pwa command and get the following results.

ProvisioningStatus         : Failed
ProvisioningResult          : Failed
Provisioned                    : False
InReadOnlyMode            : False
NeedsUpgrade               : False

Needs Upgrade is false, can i  re-provisioned it again using command you have mentioned or there is some serious issues in migration and revert it back.

Thank you once again
