Process flat files with dynamic columns

I'm interested in finding out how I can process a flat file in SSIS, but with the amounts of columns that may vary. In my particular example, the number of departments may vary.
One file might have 4 departments within:
Period;Dep1;Dep2;Dep3;Dep4;Name
2011-06-01;1234;250;65;680;John
2011-06-01;5555;35;12;321;Susan
And another file might contain only 2 departments within the structure:
Period;Dep1;Dep2;Name
2011-06-01;644;321;Barry
2011-06-01;351;654;Bill
Can you point me in the right way of achieving a load using SSIS 2008?

If you can use third-party solutions, check the commercial CozyRoc
