Actually, each site URL will contains the port number even though it is not displayed when the port number is 80.

So when we create a subsite in SharePoint, we just need to give the URL name for the subsite is enough and we do not need to type the parent site URL.

Chen, in your second answer you're trying to create site in Central Admin site collection.
I think that it's not what you really want.

Please use the correlation ID in the error message to find more detailed errors in the ULS log.

The correlation ID in your error message shows 769cf8b1-37b1-47f6-99a7-6a4198841d32.

For SharePoint 2010, by default, ULS log is at C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\LOGS.

For example, WIN-O3CHI1MHE5D-20150325-0806.log.

For this issue, I recommend to check the things below:

1. Check if the login account when creating the site collection has full control permission on the web application where the new site collection needs to be created. If not, please grant full control to the user in the web application. https://technet.microsoft.com/en-us/library/ff608071.aspx
2. Create a new web application and then create a site collection on this web application to see if the issue still occurs.
3. Clear configuration cache and then test again. http://blogs.msdn.com/b/jamesway/archive/2011/05/23/sharepoint-2010-clearing-the-configuration-cache.aspx
4. Check if there are any third party solutions in SharePoint. If yes, then disable them and then create the new site collection to see how it works.

I recommend to clear the configuration cache and then do an IISRESET.
