I need allow user to join Security Group. users see only the group owner to which they are.

In the default MPR "Security group management: Owners can read selected attributes of group resources" users can only see groups they own. So even if you enabled that MPR that's all they will see. You can either modify this MPR so that users see the groups you want them to see, or you can re-disable it and create a new MPR that gives you the permissions you want (the latter approach is, I believe, the officially recommended one). http://www.wapshere.com/missmiis
