Phone call from SCOM
Operations Manager can use Email, Instant Message, SMS, or a custom command channel to send notifications in case of a specific event. It does not, however, provide any ability to make a phone call.

Adding to what Chris mentioned, you can categorize the alerts/servers in three ways
Like Use Pager option for the alerts that are most critical
use email for those with medium importance to your org
and jus alerts in console for least important stuff.
But No phone call options.

I wanted to add to Chris' reply a thought on the command channel...
This means SCOM can run a command line of your selection as a notification reponse.
If you had a modem that could be controlled by a command line to dial a phone number as a voice (or fax) call, you could specify a command line with the correct utility and switches to perform that task. For example, a command-line fax modem utility
could dial a number and might try and send a fax. If you only were using that fax utility to dial out as a warning alarm signal, phone calls from the number of the fax modem would indicate you need to check the SCOM console for the alert you were notified
about via the phone ringing.
However has Rohit and Chris confirmed, 'out of the box' SCOM does not include voice telephone dialing.
