Phone Number is not displayed for all devices

We have a SCCM 2012 & Intune Environment with about 900 Windows Phone devices running.

For about 250 devices the "phone number (last 4 Digits)" is not shown.

In a TechNet article Microsoft says that the phone number is not provided by Intune so I think ist provides by Active Sync. Also the Intune support told me that scan this data is not a Intune service at the moment.

So what do I have to tell our Exchange Admin he has to do to show me the phone number for all our devices.

Get-ActiveSyncDeviceStatistics cmdlet is used to check for the "DevicePhoneNumber" but this value is not presented by all vendors on all platforms. Unfortunately there is nothing you can do about that. It's a limitation of some of your supported platforms. See here
