For your issue, I would like to collect the following information:

There is no people picker in SharePoint 2013, Have you custom form with InfoPath?

Could you offered a screenshot about the People Picker Windows?

Do you mean that the issue only exists in IE 10?

You can use compatibility mode to check whether it works:Open IE->Tools->Compatibility View Settings

You can also add the site into Trusted sites: Open the IE->Internet Options->Security->Sites->add the site into the Websites, then check whether it works.

IE Compatibility Mode used to do the trick and adding it to trusted sites but none of that works now. It does not solve the problem. If I hit f12 and choose IE 9 Standards it works. Then I switch it to IE10 with IE 9 Standards and it works. The People Picker is a simple search for ID's in SharePoint and is part of my InfoPath form. If I bring this same page up in Chrome or IE 11 it also works. Very strange.
