It appears that the details view widget does not apply the GMT offset of the 'Created' field as it is gleaned while an alert is selected in a corresponding Alert widget within the same dashboard view. Repro is to create a dashboard with two widgets; create one widget as an alert widget and the other as a details view widget. Generate an alert using the test tools. Select the alert in the alert view and observe the created time in the details view widget. I've tested this in SP1 RU1 and RTM as well with the behavior appearing. In the OpsConsole I've opened the alert, navigated to the alert context and observed the time field in the DataItem hive is correct with the GMT offset. See below for an example:
