One sharepoint DB (subscription settings db) won't upgrade after CU patch

July 2015 CU patch seemed to work fine but getting the "Database require upgrade or not supported" on my 2013 farm. Digging deeper I can see it is the subscription settings DB that is listed as needing upgraded. All the rest are up to date.  I tried running psconfig on all the farm servers once again and while it finishes this db does not upgrade.  Tried running get-spproduct -local and then running psconfig wizard but still no change.

Not sure what to do next.

Hi,

From the office article https://support.microsoft.com/en-us/kb/3054937#bookmark-prerequisite , after you apply this update, administrators have to run cmdlets by using SharePoint 2013 Management Shell to have the database upgrade take effect.

We must manually run PSCONFIG after Installing SharePoint Patches,

1. Open an Administrative command prompt.  
2. Change directory to C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\15\BIN   
3. Run PSConfig.exe -cmd upgrade -inplace b2b -force -cmd applicationcontent -install -cmd installfeatures

yes I realize that as I stated in my post "I tried running psconfig on all the farm servers once again" as I had already run it after patching.  So clearly that isn't the issue or at least the fix

HI,The issue could be of reason,some of the site collections DB's are no upgraded properly.Please check the link below that explains more in details about the issue and the solution for this.

Hi,

Have you tried to run "SharePoint Products and Configuration Wizard" manually? Because the PSConfig.exe command only performs a subset of operations performed by PSCONFIGUI.EXE.
