New/Upload/Actions/Settings menus missing from new WSS 3.0 web site document libraries and lists.
Three weeks ago I upgraded my WSS 3.0 to SP2 and also applied CU from Oct. 2009 (KB974989). I have created two new web applications since then and neither web application has the New/Upload/Actions/Settings menus in document libraries or lists. The document libraries and lists in the web applications created prior to the update have the menus and work as expected. Also, if I create a new document library or list in a web application created prior to the update, the menus are visible and function properly. I am not trying to pin this on the SP or CU, but am using that event as a reference point and letting you know what has changed on my system. Is there a setting that I have inadvertently set to cause this? When I go to a document library it displays the default message "To create a new item, click 'New' or 'Upload' above" but neither the New nor Upload buttons are there! Your help is very appreciated.
