Can anyone please tell me how to create pdf even if users does not have adobe in there machine.
Pdf certain text are static and some items are editable so how to chieve this.

There are third party libraries available to work with PDFs (iTextSharp, PdfSharp, etc). You don't necessarily need Acrobat. Please post questions related to those products on their forums however. These forums are for MS products only.

You could also use Spire.PDF to Create, Write, Edit and Save PDF files at .NET platform.
