NO_SMS_ON_DRIVE and Role removal / re-install
I think you should remove the remaining two roles as well to move the components to another drive by placing the NO_SMS_ON_DRIVE.SMS.

We have a few site servers with MP, SLP, RP, and FSP role on them. When they were cretaed the NO_SMS_ON_DRIVE.SMS was NOT placed on the root of c:. Since we have placed the file on the root of C:, went back into the console, removed the roles (We have
removed all roles except only keeping the two default ones componet server and site system) , and created them again. However they keep going back to c:. I am trying to understand why this is happening and how to fix it. Will I have to remove the server too
to make this work? Thanks in advance,

If the ConfigMgr is installed on C drive therefore the no_sms_on_drive.sms has no effect in your case. If you work on a test lab, you should remove ConfigMgr, create the no_sms_on_drive_sms file on C and reinstall ConfigMgr again on another partition.
