Is it possible to create multiple groups claiming or build a sequence of statements?

I want to implement this scheme: User A creates a request inclusion in the group B User C agree on the inclusion in the group B User D agree inclusion in group B

how can i solve the problem?

when creating a group, you can specify its owner, and then use it as the Approver. I need the matching inclusion in the group to make the manager of the user, ie user.manager The problem is that each user have his own manager. Is there a variable for this? I think that manual set 120 Approvers for one group - this is not correct
