The webpart tool bar for lists and libraries is no longer being displayed on any of the lists and libraries on my server. Users cannot upload, change views, or access settings for the lists and libraries. I've verified that the Full Toolbar is being displayed in views. I've also restored a backup copy of the webconfig fill thinking that the issue may be in there.
