Missing Site Actions menu in SharePoint 2010 Site Collection

Hi,
I'm among the persons who are members in the Farm Administrators Group. There is only one application which has only one Site Collection. From the CA I added my self as the Secondary site collection administrator but when I open the URL I can't see the Site Actions button.
I think it's still about permission issue but I don't know how to solve it since I have the highest permission (Secondary site admin) on the site collection.
Is there any one can help me?

Are you using custom masterpages or out of the box ones? I'm wondering if any form of branding or tweaking has potentially interfered.

Please go into Site settings and Advanced permissions to set it back up correctly.

Hi,

Is that Team site or publishing site ? If it is publishing site template its obvious they don't want to show all the ribbon and menus for end user including to site collection administrator.

These features were trimmed through custom master page.

If you wanted to access the SCA admin feature on the site where custom master page used, you have the option to access the straight through forward url.
