A subsite was created in SharePoint 2007 and can no longer see my Site Actions Button. Why and how can I rectify it?

Verify whether you have proper permissions in the subsite created. The subsite may not be inheriting parent site permissions and you may only have lesser permissions in the site. Contct site administrator of the site. You can verify whether you have permissions easily by trying to navigate to the site settings page by appending '/_layouts/settings.aspx' to the subsite url.
