There are several ways how to proceed with the migration, depending on your requirements and also depending on the state of your SharePoint 2007 enviroment.

I suggest you install SharePoint 2010 Farm and finish the configuration, and then you have to decide if you will do database attach upgrade http://technet.microsoft.com/en-us/library/cc303436.aspx

Or you can you some migration tools, which will provide you much greater flexibility, if you have to redesign farm topology and your sites/site collections etc. There are few great SW for this migration, non of them is free.

Hi there are two  ways to do  migration.

A. DB Attach Method

1.       Get backup of MOSS content db from old farm (MOSS 2007)

2.       Restore the backup DB at SQL server 2008 R2 at new environment (SharePoint 2010)

3.       Create blank web app at SharePoint 2010 new environment

4.       Detach content DB from newly created web application

5.       Attach the restored database to the newly created web application

6.       Test Restored content DB to identify the customization which is not installed on new web app

7.       Run Visual upgrade command (If user want to use SharePoint 2010 UI).

B. Use Doc Ave Migration tool http://www.avepoint.com/ (Third Party tool)

One may try the DB Attach method. But if you are willing to use a 3rd party tool to cut down the time and safely migrate SP 2007 to SP 2010 then you may try XPlica for SharePoint - http://www.vyapin.com/products/sharepoint-to-sharepoint/xplica/sharepoint-migration-tools-and-software from Vyapin Software Systems.
