Don't do it. Use the opportunity to get rid of all files which are no longer relevent and also to get rid of duplicates. i think your approach is ok but i need to setup the initial creation and movement and afterwards another team will pick up the tasks of maintaining the document libraries i found third party solutions but looking for a way to do it within sharepoint
