Method 'Upgrade' in type 'Microsoft.SharePoint.WorkflowServices.WorkflowServiceApplicationProxy' from assembly 'Microsoft.SharePoint.WorkflowServices, Version=15.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c' does not have an implementation.

We are getting this error on landing page of sharepoint site

did you apply any upgrade to the farm? SP1 or so?

if yest, then check if you apply the correct SP? if you are using the serve then use SharePoint server 2013 sp packs or if you using the foundation then need to install onlu SharePoint foundation SP.

Addition to the above, uninstall the latest patch and install it again

There is a Windows Update for SharePoint Enterprise Server 2013 that installs itself as if you're already configured with SP1. If you're in that boat, download the following hotfix (KB2880963): http://www.microsoft.com/en-us/download/details.aspx?id=42898

Run the installation and your issue should be resolved. As an added bonus, no reboot required.
