To make an external list. First we have to: Step 1: Set permissions on the BCS Metadata Store
Unfortunately the link here to the detailed steps takes you to a page for sharepoint on premises. The instructions for this don't seem to match sharepoint online.
e.g.
- Open the SharePoint Central Administration website with either a Farm administrator account or an account that has been delegated permissions to administer the Business Data Connectivity Service Applications.

On the Quick Launch, click Application Management.

On the Application Management page, under Service Applications, click Manage service applications.
I don't see these options in sharepoint online.
